SENIOR ANALYST: NPS OVERSIGHT

Minimum Qualification: Bachelors Degree in A relevant degree or equivalent qualification in IT Audit / Finance and Banking / Data Sciences and Cyber Security

Knowledge & Skills
• Strong knowledge of domestic, regional and international payment systems, including RTGS, ACH, card networks, instant payments, and emerging digital payment solutions.
• Experience in regulatory compliance, risk management, and financial supervision within the payments or financial sector.
• Familiarity with payment system laws and regulatory frameworks, such as the Payment System Management Act, PSD12, FATF AML/CFT guidelines, and international best practices (CPMI-IOSCO, Basel, BIS, IMF, World Bank guidelines).
• Proficiency in data analytics tools (Excel, SQL, Power BI, Python, or R) for trend analysis and risk assessment is an advantage.
• Knowledge of virtual assets and blockchain technology, central bank digital currencies (CBDCs) and fintech innovations is desirable.
• Ability to conduct supervisory assessments, audits, and risk evaluations of financial institutions and payment service providers.
• Strong report writing, communication, and stakeholder engagement skills.
Duties & Responsibilities
The principal accountabilities of this position are to:
• Conduct offsite monitoring activities of the National Payment System as per the Risk-Based Oversight Policy Framework and supporting procedures, guidelines, templates etc.
• Conduct onsite inspections as per the Risk-Based Oversight Policy Framework and supporting procedures, guidelines, templates etc.
• Engage with and attend PAN structure platforms such as the PCH meetings and closely monitor the operations of PAN in terms of the Payment System Management Act and the Memorandum of Agreement, and report to the Department accordingly on arising matters that affect the NPS.
• Act as a catalyst to facilitate the reform of payment systems in Namibia through participation at various stakeholder / industry meetings and undertake and contribute to strategic projects that will further the interests of the National Payments System as a whole.
• Undertake and contribute to inter-departmental projects, initiatives and activities within the Bank, ensure risk management and operational efficiency within the Oversight Function, and ensure that risk and audit items are addressed
• Analyse market trends, emerging risks, and financial technology developments to inform regulatory decision-making.
• Support the implementation of cybersecurity, fraud prevention, and anti-money laundering measures in payment systems.
