SENIOR ANALYST: PAYMENTS INNOVATION, POLICY & DATA ANALYTICS

Minimum Experience: 3-5 Years with 3 to 5 years’ experience in a financial/payment systems regulatory environment. Supervisory experience may be advantageous.

Minimum Qualification: Bachelors Degree in A relevant B-degree in a related field (Business Innovation, Data Analytics, Economics etc.). • A Postgraduate qualification will be an advantage. • Payment Systems Training or equivalent.

Knowledge & Skills


• Bank of Namibia regulatory environment (Payment System Management Act, Banking Institutions Act, Bank of Namibia Act, Exchange Control Act, State Finance Act, Financial Intelligence Act).

• National Payment System (Clearing, Payment, retail payments and Settlement Systems).

• International standards i.e. Financial Markets Infrastructure Principles; Oversight Principles; and all payment systems related regulations.

• Advanced Data Analytical skills.

• Strong research and analytical skills, particularly in economic and policy analysis.

• Proficiency in data analysis tools (e.g., Excel, Power BI etc.).

• Understanding of emerging technologies (e.g., Open Banking, QR codes, real-time payments).

• Familiarity with cross-border payments and interoperability frameworks (e.g., ISO 20022, Regional Payment Systems).

Duties & Responsibilities


The principal accountabilities of this position are to:


  • Develop the necessary documentation i.e. templates, questionnaires etc. to support annual exercises such as cost-income assessments and fee surveys across interoperable retail payment systems, covering both domestic and cross-border payments.
  • Conduct foundational research on new developments on digital innovations within the payment ecosystem, with a focus on fast/instant payments, cross-border payments, open banking, and interoperability, etc.
  • Collect, analyse payment statistics/data and establish intelligence insights (inclusive of trend spotting) and make recommendations to the supervisor for strategic input to the development of the National Payment System.
  • Conduct simulations and maintain a payment statistical database for research and analytical purposes, which includes updating payment system indicators required to support the financial stability and macroprudential oversight committee.
  • Attend to matters pertaining to risk and audit, ensuring that such items are addressed in a timely manner.
  • Attend relevant payments industry structure platforms / provide input required for other platforms concerning the NPS Policy and Data Analytics.
